Proposed legislation filed by Rep. Matt Krause (R-Fort Worth) declares that firearms and ammunition manufactured in Texas and not placed in interstate commerce are not subject to regulation by the federal government under the Commerce Code of the U.S. Constitution. HB 627 requires the Attorney General, upon request of a citizen intending to manufacture arms or ammunition, to seek a declaratory judgment in federal court that the activity is not subject to the Commerce Clause.
