HB 912 by Rep. Lance Gooden (R-Terrell) and Sen. Craig Estes (R-Wichita Falls) just passed the Senate with only one dissenting vote. The bill was amended on the Senate floor to extend the exemptions from criminal liability to motion picture production, news gathering by broadcast and other media, and additional law enforcement and first response activities. Sen. Ellis also amended the bill to waive sovereign immunity to allow an individual who is acquitted of criminal charges for filming a peace officer to recover actual damages and attorney’s fees in a civil action.
