On Tuesday, April 22, the House Business & Industry Committee commenced its interim hearings on two charges of significant interest to the state’s business community. The committee will study and make recommendations regarding mandatory workers’ compensation insurance coverage (Texas is the only state in the country that does not require employers to carry workers’ compensation insurance for their employees) and the fraudulent misclassification of employees as “independent contractors” for purposes of avoiding federal and state payroll and unemployment taxes. The committee heard testimony from the Texas Workforce Commission and Texas Department of Insurance, as well as a variety of interested parties, including home builders, non-subscribers, contractor groups, the Texas AFL-CIO, and others. Chairman Rene Oliveira (D-Brownsville) indicated that the committee will conclude its public hearings in May.
