HB 582 by Rep. Donna Howard (D-Austin) would bar former legislators who become lobbyists from using their officeholder or campaign funds to make political contributions or expenditures for two years. The prohibition does not apply to a former member whose lobby activities are on behalf of non-profit organizations or groups representing low-income or disabled persons, as long as the member does not receive compensation for lobbying other than reimbursement of expenses.
