Elaine Hays Announces for Congress
Seeks Republican Nomination for Congressional District 13
Amarillo – After several months of touring the district and listening to the concerns of voters,
Amarillo businesswoman Elaine Hays announced her candidacy for the Republican
nomination for the U.S. House of Representatives, District 13 on Tuesday. Hays was joined by
State Board of Education Representative Marty Rowley, Republican activists, family and
friends for the announcement. The district includes 41 counties in West, Central and North
Texas.
“I am running because it’s time we had leadership that will make the tough choices to cut
spending, that will not stand idly by on the issue of entitlement reform, and that will fight from
the front lines to defend our Constitutional freedoms.”
“In the 20 years since we sent the current incumbent to Congress, the debt has gone up, and
confidence in government has gone down,” Hays said. “Trust has plummeted with revelations
of privacy violations and agencies targeting citizens based on ideology.”
“It is time for our elected representatives to lead by example, to apply tough reforms to
themselves, before asking it of the American people.” She is campaigning on four pillars to
restoring voter confidence, which includes: a “no budget, no pay” law, banning the practice of
Congress exempting itself from the laws it passes, pension reform and term limits.
Hays is a Certified Financial Planner, author, proud mother and wife, and a committed
conservative running for Congress to return America to sound fiscal and economic policies.
“I’ve spent the bulk of my life in one area of the district or another,” Hays said, “I’ve lived
among people who cling to the values of God, family and country, and I’ve formed
conservative convictions that run deep, to my core.”
Hays was raised in Bridgeport, Texas on the eastern side of District 13. She began her career in
the finance industry as a stockbroker and later became a Certified Financial Planner. She met
and married her husband, Tracy, and has lived the past 28 years in Amarillo raising their four
children Taylor, Rachel, Ryan and Caleb. During these years, she earned a Masters in Finance
from West Texas A&M University, co-authored two books and completed 51 hours of doctoral
studies in Economics from Texas Tech.
Hays will draw upon her experience in the finance industry to fight for free market reforms.
“The last five years we have watched our country regress into a complete fiscal mess,” said
Hays. “Congress, including our current representative, through the passage of the TARP
bailout, rescued banks that made risky lending decisions, in essence privatizing profits,
while nationalizing losses at the expense of taxpayers. It was heads you win, tails I lose.
And we as Americans lost, while the members of Congress propped up those businesses
considered too big to fail.”
Hays will take on 20-year incumbent Mac Thornberry in the Republican primary.
“We can’t wait another two years to get spending under control,” said Hays. “We can’t wait
another two years to overhaul Washington, to create real jobs in the private sector and to
make opportunity available to the American people again.”
“It’s time to replace our current representation because we shouldn’t expect much to change
if we keep sending the same people back to Washington year after year. If elected, I am
positive that I could do more with the opportunity.”
