Governor Greg Abbott has signed into law two bills spearheaded by TCJL during the 87th Legislative Session. SB 6, the Pandemic Liability Protection Act, and HB 2730, landmark eminent domain reform, signify major legislative achievements that will have significant positive impacts on Texas’ economic development and business climate for years to come. Once again, TCJL extends its heartfelt appreciation to the architects of these bills. For SB 6, Senator Kelly Hancock (R-North Richland Hills) and Rep. Jeff Leach (R-Plano), and for HB 2730, Rep. Joe Deshotel (D-Beaumont), Rep; Dewayne Burns (R-Cleburne), and Sen. Lois Kolkhorst (R-Brenham). In a session inflected by a series of crises, the passage of these bills speaks to the Legislature’s recognition that relieving Texas businesses and health care providers of the potential for endless litigation related to the pandemic and assuring the future development of Texas’s energy infrastructure in the wake of Winter Storm Uri had to be done in 2021.
