The following joint resolution was filed earlier today:
HJR 42 by Toth: Proposes a constitutional amendment to require the governor to convene a special session of the legislature if the governor seeks to extend or renew an initial 30-day disaster declaration. The declaration may not be extended unless renewed or extended by the legislature. While in special session, the legislature may likewise pass laws and resolutions related to the emergency on its own initiative. Further prohibits the governor from issuing an order that suspends constitutional rights.
